China ties lifelong responsibility for serious environmental damage to performance

Revised rules say officials can be held accountable for serious environmental damage regardless of transfer, reassignment, promotion, leaving office, or retirement.

China has issued revised rules requiring officials to remain accountable for serious environmental damage throughout their careers, and even after they leave their posts, tying green policy to performance assessments. The Communist Party and China’s cabinet, the State Council, released the updated standards on Tuesday, stating that officials will be held to account for serious environmental damage regardless of whether they have been transferred, reassigned, promoted, left their jobs, or retired.

The Central Organisation Department, the party body overseeing personnel appointments, said that despite “historic” and wide-ranging personnel changes, underlying and longer-term pressures on environmental protection have not been fundamentally eased. The changes are linked to President Xi Jinping’s “new development philosophy” and are part of China’s push to build what it calls an “ecological civilisation,” with an aim to shift away from a growth model focused on output quantity toward one centered on quality and sustainability.
