China forms leading group for social governance ahead of 2027 congress

China’s ruling Communist Party has established a high-level Leading Group for Social Governance of its Central Committee about a year before its 21st national congress, expected in autumn 2027, signaling an intensified focus on internal security and grass-roots governance, according to the SCMP Economy.

The party has not officially announced the body or disclosed its leadership, but local government reporting has suggested it is already operating, including a local posting that referenced a “fifth plenary meeting” of the central leading group.

One such indication came from Ulanqab in Inner Mongolia, where the social works department said the city authority convened a meeting to convey and study the spirit of the central group’s fifth plenary meeting alongside a regional counterpart.

SCMP Economy reports that the online statement suggested the high-level group had held a recent fifth meeting and that a network of provincial-level counterparts had also been set up, though the posting appeared to have been removed.
