Hong Kong health authorities say nearly all nurses are locally trained

Authorities said non-locally trained registered nurses admitted through limited and special registration made up less than 0.5% of all registered nurses as of the end of 2025.

Hong Kong health authorities said less than 0.5 per cent of registered nurses received their training outside the city, and that 99.8 per cent of registered nurses working in public hospitals are locally trained, amid a hiring dispute with the Association of Hong Kong Nursing Staff.

According to SCMP Economy, the figures were released after the city’s health minister rejected claims that authorities had favoured mainland Chinese nurses over local candidates.

A government spokesman said the number of non-locally trained registered nurses admitted through limited and special registration pathways was “very small” as of the end of 2025, accounting for less than 0.5 per cent of all registered nurses.

The union issued five demands on Saturday, including a call to prioritise hiring local graduates.
