Local government and water reforms are being pushed back into the 2030s

In an opinion piece, Phillip Inman says Andy Burnham initially talked about “rewiring” the economy but then effectively moved many reforms to the 2030s.

The article argues that local government reorganization is on hold and an overhaul of the water industry is also delayed.
