AI becomes top global risk as insurers face coverage disputes
In a survey of 4,345 risk experts across 62 countries, just 9% say public authorities are well prepared for AI risks, dropping to 3% in Europe.
Insurance Business reports that artificial intelligence has overtaken climate change as the top concern among risk experts globally, marking only the second time in the 13-year history of the AXA Future Risks Report that climate did not lead the expert ranking.
The AXA Future Risks Report cites an Ipsos survey conducted between May 14 and June 24, 2026, with 4,345 experts across 62 countries, and a separate panel of 24,000 members of the public across 19 countries.
Among experts who named AI and big data a top risk, 54% described it as rapidly emerging, while only 9% believe public authorities are well prepared, a figure that falls to 3% in Europe, Insurance Business said.
The outlet added that the report highlights how the gap between risk recognition and readiness can contribute to coverage disputes, underwriting assumptions becoming unreliable, and insureds learning during a claim that coverage may not match what they expected.
