Hong Kong launches first five-year plan as it seeks a clearer growth road map

The plan is positioned as a way to align Hong Kong’s strengths and national opportunities with local challenges, aiming to improve long-term predictability for capital and talent.

The South China Morning Post says Hong Kong’s introduction of its first five-year plan has raised questions about whether the move could mean more government intervention, a shift toward the mainland development model, and potential overlap with the city’s annual policy address and budget.

SCMP Economy also frames the purpose of the plan as keeping Hong Kong’s “one country, two systems” framework intact, rather than redesigning the city as another model, with the goal of setting a coherent route for how Hong Kong uses its strengths, national strategic opportunities, and local needs.

The piece argues that Hong Kong’s past advantages have often been expressed through its ability to connect capital and allocate resources, but that flexibility alone may not create a new growth curve when land is scarce, the industrial base is narrow, and research can struggle to reach the market.

It adds that international capital and talent tend to value not just current access but also longer-term predictability, and says building new industries will require coordination across land use, research, education, finance, and institutions.
