Tokio Marine HCC appoints Megann Pfeffer President of Public Risk Group

The Public Risk Group covers insurance products for public sector organizations, including municipalities and special districts, and Pfeffer will report to CEO Matt Overlan starting immediately.

Tokio Marine HCC, a Houston, Texas-headquartered specialty insurer, has appointed Megann Pfeffer as President of its Public Risk Group, effective immediately. The role reports to Matt Overlan, Chief Executive Officer of the Tokio Marine HCC Specialty Group.

Pfeffer joined the Public Risk Group in 2022 as Chief Operating Officer, and since then has overseen the division’s operational performance and financial results. Her remit also included leading initiatives across underwriting, technology, analytics, and product development.

In her new position, she will oversee overall management and long-term strategy for the Public Risk Group, which provides insurance products for public sector organizations such as municipalities and special districts. Tokio Marine HCC said her priorities include supporting sustainable profitable growth, strengthening the group’s specialist market presence, broadening product capabilities, and continuing to deliver value for policyholders, distribution partners, and employees.

CEO Matt Overlan said Pfeffer brings deep sector understanding as communities face increasing pressures from litigation, harsher weather, and tighter budgets. Pfeffer said she is looking to help public entities navigate a market that is becoming more complex.
