Filipino housekeeping staff see rising demand in Japan

One Tokyo-area provider, Pinay International, has expanded to more than 200 full-time Filipino staff across multiple prefectures since the policy change that began in 2016.

Housekeeping services employing Filipino workers are gaining popularity in Japan as demand rises for domestic support, according to Kyodo, with one provider reporting its workforce has roughly doubled over the past decade.

The shift follows Japan’s move beginning in 2016 to allow foreign nationals to provide housekeeping services in national strategic special zones, after earlier limits had generally restricted foreign housekeepers to certain households such as those of foreign diplomats.

After a 2015 legal revision aimed at boosting women’s labor participation and easing labor shortages in the housekeeping sector, Tokyo-based Pinay International launched a business focused on Filipino housekeepers and now operates in parts of Tokyo and neighboring prefectures including Kanagawa, Osaka and Hyogo.

The company, which has more than 200 Filipino staff working as full-time employees, cites client feedback about workers being easy to communicate with and taking the job seriously, including through training on-site with clients speaking a mix of English and Japanese.
