China projects outward confidence despite economic anxiety, US panel says

A US-China Economic and Security Review Commission delegation that last visited in 2019 said it saw large-scale development and AI centered talks during stops in Beijing, Shanghai, and Hangzhou.

A US congressional advisory body says China is projecting “outward confidence” even as it faces underlying anxiety about the state of the economy and prospects for future growth, based on observations from a recent trip to major cities.

According to the US-China Economic and Security Review Commission, chairman Randy Shriver said the delegation’s view was shaped by seeing developments firsthand after its last official visit in 2019, contrasting what officials hear about issues such as so-called “ghost cities” with what they observed on the ground.

Shriver said he was struck by travel through China’s high-speed rail network and by ongoing high-density construction, describing apartment developments stacked atop more apartment buildings with little apparent activity at the time.

Commissioner Chris Slevin added that China’s confidence stood out in conversations, including discussions focused on artificial intelligence, during the week-long visit in July.
