China’s top steel journal warns against shrinking the sector

The Qiushi Journal article says China produced more than 960 million tonnes of crude steel in 2025, over half of global output.

SCMP Economy reports that an article in the Communist Party’s top theoretical journal, Qiushi, argues China’s steel sector faces mounting pressure as geopolitical tensions intensify and overseas markets adopt trade restrictive measures. The piece also points to shrinking margins for the world’s largest steel industry.

According to SCMP Economy, the Qiushi article, written jointly by the journal and the China Iron and Steel Association, warns China against allowing the steel sector to contract to redirect resources toward emerging industries.

The article frames the decision as a risk of repeating the United States rust belt experience, saying de industrialisation of traditional industries can trigger regional economic recession, job losses, and slower innovation.

SCMP Economy notes that the journal cites China’s scale, saying the country has led global crude steel output for three decades, with production exceeding 960 million tonnes in 2025, accounting for more than half of global output.
