Root cuts Florida auto insurance rates by 15% for more than 52,000 policies

Root estimates the change will deliver about $400 in average annual savings per eligible policyholder, with roughly $21 million in total annualized savings.

Root Inc. is cutting its Florida personal auto insurance base rates by an average of 15%, the digital carrier said Thursday, as the state’s market continues to improve after tort-reform measures took effect.

The reduction applies to more than 52,000 policyholders, with eligible customers expected to save about $400 a year on average. Root also estimated total annualized savings of approximately $21 million.

Root’s move follows a broader pattern among Florida insurers, where the Florida Office of Insurance Regulation data shows the top five auto carriers, which hold about 78% of the state’s personal auto market, recorded an average rate decrease of 8% year to date in 2026 after a 7.4% average decrease in 2025.

The underlying driver is falling litigation activity, which has helped push loss ratios lower. Florida’s personal auto liability loss ratio reached 52.5% in 2025, the lowest in 15 years, according to FLOIR, and Insurance Information Institute CEO Sean Kevelighan said premiums are stabilizing as competition increases under the reforms, while noting new risks may still be emerging.
