$4B homeless housing program faces delays as court reviews HUD rules

Housing providers are seeking clarity on a future round of federal funding tied to the U.S. Department of Housing and Urban Development's Continuum of Care program, as legal challenges keep the $4B effort in limbo, Bisnow reports.
The court process is unfolding as proposed rule changes could affect how much money flows to permanent housing, a shift from the program's longtime strategy. The uncertainty is also raising concerns that providers will struggle to forecast what they can expect from their applications, according to National Association of Housing and Redevelopment Officials General Counsel Georgi Banna.
Bisnow reports that nearly $2B in multifamily rent payments could be affected, and that the changes could threaten housing stability for as many as 97,000 households, citing NAHRO Director of Policy and Legislative Affairs Eric Oberdorfer.
The CoC program has been tied up in court since last year over changes linked to a 2025 notice, after more than a dozen states filed suit, according to Bisnow.
