Hong Kong urged to pass AI data governance and safety rules

Experts urged Hong Kong to enact laws covering AI data governance and underlying safety standards, arguing that rules are needed to support responsible AI use and build public confidence as adoption expands, according to SCMP Economy.
The outlet reported that Hong Kong’s government has pledged to address disputes or crimes involving AI through tailored legislation, including work to tackle cyber-enabled crimes.
Hong Kong Chief Executive John Lee Ka-chiu said in a recent policy address that authorities would study new legislation to tackle cyber-enabled crimes, while a working group led by the Department of Justice would assess whether existing laws are sufficient to address liability issues tied to AI-related accidents or damage caused by AI products.
SCMP Economy added that police have identified AI as one of five major cyber threats in 2026, citing recorded cases where suspects used AI-generated materials for scams or deepfakes to fabricate identity cards used to set up bank accounts for money laundering.
