HUD maps 7 actions to modernize manufactured housing code

The plan must be implemented through HUD rulemaking and HUD code updates before manufacturers can sell homes without a permanent chassis, a process that could take at least a year, if not more.

The U.S. Department of Housing and Urban Development (HUD) released its Next Generation Manufactured Housing Action Plan, outlining seven actions aimed at modernizing the manufactured housing code and implementing a chassis-free provision tied to the 21st Century ROAD to Housing Act, according to HousingWire.

HUD said rulemaking and implementation timelines have not been set. The agency first needs to update the HUD code before manufacturers can begin selling manufactured homes without a permanent chassis, and HousingWire notes that could take at least a year, if not more.

The seven actions are designed to modernize and improve the HUD code and ensure it aligns with guidelines established under the 21st Century ROAD to Housing Act.

HousingWire reports industry leaders view the policy shift, achieved in July through removal of the permanent chassis requirement, as a way to support broader acceptance in higher-density suburban, urban, and infill markets, including multi-story home construction. However, they acknowledged the benefits may take time to materialize after the code changes.
